This is a bug that has been reported in version 1.00.39 and earlier.

When playing Level 35-1 in Eversand, you may get locked out of completing the tutorial if you have Celia equipped as a Worker, as she will automatically dispel the Shadow before you can.

We suggest retrying the level without summoning Celia to get around this.
